Voter Fraud Nearly Non-Existent Nationally

Would someone please explain to me how 38 cases of alleged voter fraud (only 13 convictions) nationally between October 2002 and Septemeber 2005 (during the Bush administration) equates to a massive problem that requires extreme measures to ensure our elections are fair?

Fair for whom?

Certainly not fair for the Republican-appointed attorneys who failed to ratchet up more fraud cases.
